This export operation of pipes brings together the expertise and commitment of both companies in contributing to the development of non-hydrocarbon exports with high added value. After several fruitful meetings between EPA and Tosyali executives, the organizational framework for a large-scale export operation was established, and the challenge could be taken on.
For Tosyali’s foreign trade managers, choosing the Port of Arzew was a natural decision due to its proximity, easy access, and strong existing relationship between both entities. According to Mr. Azzi Ramzi, Director of Foreign Trade and Investments at Tosyali, the decision was also motivated by EPA’s extensive experience in handling vessel loadings of pipes and other imported materials. The Port of Arzew’s means and expertise made it well-equipped to take on this challenge.
Loading this type of pipe requires precise handling and stowage — a challenge the Port and its management successfully met through constant supervision and sound organization.
This first collaboration was a success,” said Mr. Ramzi. The operation consisted of exporting approximately 3,000 tons of large “spiral” mega-pipeline tubes. End-to-end, these pipes could stretch 9.5 km. Each pipe measured between 21 and 27 meters and weighed between 5 and 7 tons.
According to the EPA Quarterly Review No. 09, April 2020, the cargo was shipped to Angola where the pipes will serve as piles for the construction of a port quay. To ensure the operation’s success, EPA mobilized appropriate resources and experienced teams. The loading operation took place over five shifts between April 1st and 4th, 2020, starting with 46 tons per shift and reaching 153 tons/shift by the end. The pace could have been faster if not for delays in product delivery due to special transport requirements.
The satisfaction expressed by Tosyali’s managers at the end of the operation bodes well for stronger cooperation between the two companies, especially since Tosyali recently received the prestigious “American Petroleum Institute” (API) certification allowing it to produce oil transport pipes — a milestone that opens wide the doors to international markets.
The construction works of a mineral dock and a conveyor for iron ore transport were launched on Tuesday at the Port of Arzew (Oran) in the presence of the Wali of Oran, port officials, representatives of Tosyali-Algeria, the industrial and energy sectors, and local authorities.
This strategic project, entrusted to the consortium “Cosider Public Works” in partnership with the Chinese company “Harbour Engineering,” is scheduled for completion within 16 months, announced Mr. Lakhdar Mouilah, General Manager of the Port of Arzew (EPA). Once completed, the project is expected to create nearly 300 jobs and bring major financial benefits by reducing iron ore imports — especially with the upcoming commissioning of Tosyali’s new steel mill in Bethioua.
The total project cost is estimated at DZD 24 billion, including DZD 17.9 billion for the dock itself and over DZD 6 billion for the conveyor system linking the port to Tosyali’s steel complex.
Once operational, the new steel mill will increase national metallurgy and steel production from 1 to 3 million tons annually, according to Mr. Bora Koc, Tosyali-Algeria’s Financial Services Manager. Initially, the complex will continue importing ore from Brazil for the production of rebar and other steel products.
The Wali of Oran, Mr. Abdelghani Zaalane, emphasized the strategic importance of this project, which will save the country nearly DZD 200 billion per year in foreign currency, pending the development of the Gara Djebilet iron deposit (Tindouf), which will enable Algeria to transition from importer to exporter.
He also called on all stakeholders to form a monthly steering committee to monitor progress and urged the Cosider management team to adopt a 3x8 work system to speed up construction.
This mineral dock is designed to receive ships carrying between 80,000 and 180,000 tons of iron ore for Tosyali-Algeria’s steel complex, said Mr. Mohamed Yacine Hafiane, CEO of Algerian Ports Authority.
